Articles need at least two yes votes and 2 more yes votes than no votes to be approved. Abstentions are not counted at all (same as not voting at all).

2 yes, 2 no => Fails
2 yes, 1 no => Fails
3 yes, 1 no => passes
1 yes, 0 no => fails
